Senate passes measure to assist charities, nonprofits

February 16, 2007

OLYMPIA…Today’s passage of Substitute Senate Bill 5193 in the state Senate brings local nonprofits and charities one step closer to receiving additional donations in the form of unclaimed personal property.

The bill’s prime sponsor, Sen. Dale Brandland, R-Whatcom County, said the proposal would allow law enforcement to lend a hand to local charities.

“Law enforcement agencies that take in any sort of unclaimed property have long been able to give certain property to charitable organizations,” Brandland said.  “This bill broadens that category and allows additional items to be donated to organizations that benefit needy persons.”

Under current law, only unclaimed bicycles, tricycles and toys are permitted to be donated to charities.  SSB 5193 would allow for all general unclaimed personal property that is not classified as real estate to be donated to organizations that qualify for tax-exempt status under the federal internal revenue code.

Brandland, a former sheriff and police officer, said he hopes the state House will join the Senate in quickly passing the measure.

SSB 5193 passed the Senate 42-0.
